Reason:

We previously signed off the relocation of the war memorial (to the north side of the URC, as part of the EW redevelopment) without objection. That permission has since expired & the memorial has been uprated by HE from grade 2 to grade 2*. This new PA for LBC seeks to renew the permission notwithstanding the higher designation of the memorial.
