Reason for objection:

The existing fence is dilapidated and a replacement by a higher and more secure fence is understood and could be acceptable. Historically the lengthy frontage of the site has had a sense of openness through its low height. However, the form of proposed enclosure in terms of materials and scale is considered to have an unacceptable impact detrimental to the character of the conservation area creating an oppressive sense of enclosure abutting the pavement edge. It would be extensive, running to over some 80 metres abutting and overwhelming the narrow pavement of around 1.7 metres that is characteristic of the conservation area.

The objectives of improving school security while maintaining an acceptable relationship with the adjoining public space has been successfully achieved elsewhere by combining brick and railings in other examples in the area such as Christ Church primary school in nearby Elm Road and Burlington schools in Burlington Road. Object - The proposed materials and scale of the proposals would have an unacceptable impact on the conservation area by creating an oppressive sense of enclosure of the site and adjoining public realm, detrimental to the outlook of the immediate surroundings and harming the overall street scene and character of the conservation area.
