Bowness Crescent borders but is outside of the CA (a determination that the design statement also holds) and views from the wooded areas of Kingston University are already impacted by the precedents of motley rear extensions to many other of the semi-detached houses facing them. The application for this house - altering a former extension - while not of architectural merit - will make little difference.
