Reason for objection:

The details of the application for the front elevation of the building are unclear. The application form notes the current windows are 'UPVC and aluminium of Victorian sash style to front elevation with mix of sash and modern style units to remainder' and then states these will be replaced with 'Aluminium sash style windows to replace modern style windows'. It is entirely uncertain whether the windows on the front elevation are being replaced.

If the windows are being replaced on the front elevation, the officer should ensure it is clear that these will be replaced with white sash windows to avoid harm to the Conservation Area. Black or dark grey windows would not be acceptable on the front elevation.

If the windows on the ground floor front elevation are not being replaced then more thought is needed with regard to the impact on the Conservation Area. The large dormer to the rear of the building will be visible from the road and is contrary to Policy Guidance 39 of the Residential design SPD. As a result, a public benefit must be offered by the applicants to outweigh this harm. We consider the replacement of the ground floor casement windows with white sash windows to outweigh this harm. It should be noted that comfort to the residents is a private, not a public benefit.
