Reason:

On the whole the Committee supports the application.
Only comment would be in relation to the newly created North Block which is to be extended with 1 new gable end to match the existing 2 gables, and a rather awkward wrap-around flat roof which unfortunately extends to the river elevation.
There seems to be a missed opportunity to create a more cohesive 4 pitched roof composition here, which might look more compelling against the more assured and cohesive Southern Block proposed.
