Reason:

Proposed front elevation of property is in keeping with its location in the CA. The rear elevation does not impact the CA. However, the increased height of the front wall does not enhance the setting of the house in the CA and probably also does not meet the requirements of the Highways guidelines for walls adjacent to a main road.
