Reason:

Lack of detail. SPD 1 PG43 applies to basements & requires: a) bespoke flood risk assessment whereas this PA seems just to cut & paste from EA website; b) Construction Method Statement (CMS) whereas this PA contains only an impact statement. Furthermore, from the limited specification available there appears to be a small impact on view from street and therefore effect on Conservation Area.
