Reason:

Lacks consideration for material issues -1) it neighbours Dorincourt locally listed buildings and specifically mentioned in the CA designation. Dorincourt is accessed by cedar close. 2) the large extension is on the Dorincourt side and reduces the gap between 4 cedar close and the boundary wall to 2 metres The extension is very large and will have an impact on the Dorincourt buildings. 3) trees must be taken into account as they obscure the view of 4 cedar court from Richmond park 5) the area is archeologically sensitive 6) heritage statement does not address these points.
