Reason for objection:

We have mixed views about this PA.

On the one hand it appears to be an opportunistic attempt by the applicant to build a markedly cramped dwelling on a very small plot, right on the edge of/ highly visible from the public highway (St Leonard’s Road), to a modern sunken design contrasting sharply with the typology of the area, especially the run of locally listed properties directly opposite. The applicant seeks to justify their PA by infill developments to the rear of Catherine Road (#10) & Grove Road (#17-19) respectively. We believe these two precedents were successful only on appeal &, although their building works are still ongoing, neither is located on the main highway & both are screened from public view by other established buildings & greening.

On the other hand, the existing garages & neighbouring lock-ups/ parking entrances/ rubbish stores on this stretch of St Leonard’s are somewhat untidy and would benefit from sympathetic development. Furthermore & notwithstanding this site is located in a CA, it lies within 800m of Surbiton station & appears to fall under the ambit of the 2021 London Plan policy H2 on small site development. It would contribute, albeit modestly, to the achievement of RBK’s new housing targets.

Call-in Request:

This proposal would alter materially the local street scene & the character & appearance of the CA. We ask, therefore, that it be determined by the relevant Neighbourhood Committee (Kingston Town pre 5.5.22, Surbiton post 5.5.22) of elected members rather than be delegated to appointed officers.
